Unitary Republic w/ Liberal President

State flaw: strong belief in one man’s role
Remedy: a great savior

A liberal, highly educated, and philosophically astute president (a philosopher king of sorts) gains the executive powers of a unitary fascistic state apparatus. He became the vice president to his best friend (with whom he shared an active intellectual rivalry, despite there being no freedom of thought or expression in this republic), who then mysteriously died. After being sworn into office, he uses it toward furthering the peace and prosperity of the nation, via large-scale reforms and liberalizations. He is unconcerned with the longevity of the state, preferring instead of further the progress of humanity. Even if that means his country is being taken over.

About halfway through, he gets assassinated by his inner circle. This results in, as he expected, a breakdown of the state, but in the long run a united humanity that then agrees to organize a new world of compromise. Many talented people from the republic (who grew up during the golden age of this republic) defect to the anarchist faction, and they end up forming into the second most powerful force in the world.
